Energy Efficiency Transformation in Ukrainian Cities

The objective of the project is to assist three Ukrainian cities (Kiev, Kamianets-Podilsky and Ternopil) in building local capacity for developing and implementing transformational energy efficiency investments in municipal services, infrastructure, and buildings. The project is supported by the Cities Energy Efficiency Transformation Initiative (CEETI) of the Energy Management Assistance Program (ESMAP) of the World Bank.

Project activities include:

  • Energy efficiency assessment of the municipal sectors in the cities.
    - Data collection and analysis
    - Stakeholder consultation
    - Preparation of City Energy Efficiency Assessment Reports
  • Development of Municipal Energy Efficiency Programs, investment pipelines and pre-feasibility studies in three selected cities
  • Assistance in training, knowledge dissemination and institutional capacity building in partner cities.

A rapid cross-sectoral assessment of city-wide energy efficiency opportunities, key barriers/constraints, and sensible solutions were carried out using the Tool for Rapid Assessment of City Energy (TRACE) developed by the Energy Sector Management Assistance Program (ESMAP) of the World Bank. TRACE covers energy efficiency across six municipal sectors - transport, waste, water & wastewater, power & heat, public lighting, and public buildings, as well as organizational management. The TRACE assessment prioritizes sectors with significant energy savings potential, and identifies priority energy efficiency interventions. TRACE sectors
